dejavnike, ki vplivajo na stanje bralne pismenosti v Sloveniji, ter predla-
gati ukrepe na izobraževalnem in knjižničnem področju, ki bi prispeva-
li k izboljšanju tega stanja. Vseskozi smo se srečevali s prepletenostjo izo-
braževalnega in knjižničnega področja ter s širšim družbenim kontekstom
bralne pismenosti in bralne kulture, ki je s pismenostjo tesno povezana.
Štirje sklopi projekta so bili: (1) preučitev izobraževalnih sistemov v izbra-
nih državah in primerjava s Slovenijo, (2) preučitev knjižničnih sistemov (s
poudarkom na šolskih in splošnih knjižnicah) v izbranih državah in pri-
merjava s Slovenijo, (3) oblikovanje predloga metodologije za ugotavljanje
vpliva knjižnične dejavnosti na bralno pismenost in bralno kulturo v Slove-
niji, (4) oblikovanje priporočil za dvig bralne pismenosti v Sloveniji.

Methodology and key emphasis of the target research
project Cultural and systematic factors of reading literacy
in Slovenia
The paper presents theoretical foundations, methodological layout and
some main findings of a target research project Cultural and system fac-
tors of reading literacy in Slovenia, done by four partner organizations: De-
partment of Library and Information Science and Book Studies, Faculty
of Arts, UL, Faculties of Education of UL and UM, National and Univer-
sity Library. Project goals were to use a comparative view on education-
al and library systems (with emphasis on public and school libraries) of
six countries known for success in PISA studies (Estonia, Poland, Finland,
Japan, China (limited to Hongkong and Shanghai), Singapore; countries
were chosen by the financers) and of Slovenia to identify factors influencing
the state of reading literacy in Slovenia and to suggest measures in educa-
tional and library field to improve this condition. We were constantly faced
with intertwinement of educational and library field and with wider social
context of reading literacy and reading culture – a phenomenon closely re-
lated to reading literacy. Four phases of the project were: (1) Investigation of
the educational systems in the chosen countries and comparison with Slo-
venia, (2) Investigation of the library systems (with emphasis on public and
school libraries) in the chosen countries and comparison with Slovenia, (3)
Suggesting a methodology for investigating the influence of library activity
on reading literacy and reading culture in Slovenia, (4) Forming reccomen-
dations to raise the level of reading literacy in Slovenia.
