Družbeni inženiring, znanstveni management in ideje
o upravljanju komunikacije
Z zatonom doktrine »laissez-faire« ideja o »nevidni roki« ne učinku
je več kot »skupnostna« vez, ki naj bi na trgu samodejno harmonizirala
zasebna stremljenja in interese. Razpad skupnostnih načinov življenja in
vezi je pomenil tudi razpad izkustvenih možnosti, ki so bile »predznan
stvene« in kot take niso več ustrezale zahtevam, ki jih je postavljala in
dustrijska nacija. Zato so reformistična prizadevanja te dobe usmerjena k
iskanju novih univerzalnih principov, s katerimi bi postalo mogoče načr
tovanje družbenih razmerij in procesov na znanstvenih osnovah, kot in
ženirsko administriranje celote (visible hand). Članek obravnava neka
tere temeljne vidike družbenega inženiringa kot paradigme, v kateri
postaneta kontrola človeških dejavnosti in tehnizacija medčloveških raz
merij razumljena kot pogoj učinkovitega potekanja družbenih procesov
in splošnega blagostanja. Na ozadju teh argumentacij bom izpostavil tis
ta mesta, ki so nudila podlago za prve formulacije o sistematičnem uprav
ljanju komuniciranja.

Social engineering, scientific management and the ideas
about communication management
With the decline of the “laissez-faire” doctrine the idea of the “invisible
hand” ceased to function as a primary “community” bond that would
automatically harmonize private interests on the market. The collapse
of community life brought also the disintegration of existing experien
tial possibilities that were “pre-scientific” and as such did no longer cor
respond to the requirements set by the industrial nation. Therefore, the
reformist efforts of this era were focused towards finding new univer
sal principles that would make possible the planning of social relations
and processes on scientific bases, as an engineering administration of the
whole (visible hand). The article deals with some basic aspects of social
engineering as a paradigm in which control of human activities and the
technique of human relations become understood as a condition for the
