International Civic and Citizenship Education Study (ICCS 2009) is an internatio-
nal study of citizenship education, which was carried out by the International Associati-
on for the Evaluation of Educational Achievement (IEA). In the study 38 countries, more
than 140 000 students, 62 000 teachers and 5 300 schools participated. In Slovenia, the
data collection took place in March and April 2009.

The general aim of the International Civic and Citizenship Education Study is to
explore how different countries prepare their 14-year-olds to undertake their role as citi-
zens. The main focus of the study is to investigate the civic knowledge of the students; in
addition the study also examines attitudes, perceptions and activities of the students rela-
ted to citizenship (Schulz et al. 2010).

As stated by the authors of the international report, the ICCS study tried to address
the following research questions:

1) What differences exist among countries and within countries in the students
civic and citizenship knowledge?
2) What changes in civic knowledge have occurred since the last international
citizenship study (CIVED) in 1999?
3) What is the extent of interest and dispositions to engage in public and politi-
cal life among students, and which factors within or across countries are related to
this engagement?
4) What is the students’ perception of the impact of threats to civil society and
of responses to these threats on the future development of society?
